it's Technical Data Package and it contains the specs of every aspect of the M16, from the time ore was mined until the rifle was issued. It is/was supposed to be closely guarded, subject to non disclosure and (maybe) even "secret" classifications.(I can see it being secret in 1960)
Even those Co.s authorized to use it to fill a contract weren't supposed to use it (the specs, dimensions, etc.) for commercial gain. 50 plus years later I'd be surprised if the cat wasn't out of the bag, but you can't buy it from Amazon. |

I believe they have also have been for the M16A1 as well. The only place that I can think of is the Rock Island arsenal or Picatenny Arsenal in Dover, NJ. Colt and the US Government fought over these TDP for years. It left a bad taste in the governments mouth from which Colt has yet to recover. Your friend could probably try a FOIA request.
