It took me about 60 days to get a "It's processing", then another 30 days for the final piece of paper to be in my hand. I know that's cutting it close for the start of the fall semester, but most schools have VA advocates/depts that will work with you if you are only waiting on that final piece of paper. You need to get in contact with them at the school(s) you are applying for.

Muskogee was at 17 days processing time for initial applications and about a week for re-apps. Your COE will come about a week after processing through. If you submitted online via VONAPP go back and print your confirmation sheet to use as a placeholder until it arrives.
