1) Plumbing engineer specified faucets, regular and ADA (paddle)
2) Architect drew a plan view of the countertop showing JUST the regular faucets, probably with a callout to one of them saying "ADA faucet" but not using the regular CAD model.
3) General contractor either missed it on drawing review or decided to pick it up in the shop drawings.
4) Plumbing contractor submitted substitute fixtures, which the GC, Architect, and Plumbing Engineer approved.  No, wait - "reviewed."
5) Millwork supplier prepares shop drawings based on the Architect's plan view, but holds off on the hole spacing till he gets the exact model from the GC.  Or just used a "standard" template.
6) Granite supplier fabricates off of Millwork supplier's shop drawings, missing the callout on the Architects drawings because, hey - he's the granite guy, he doesn't need a full set of plans, how hard can it be.
7) GC misses the coordination in the shop drawing process, blames Millwork and/or plumbing guy, they both blame the other guy and refuse to fix it until a Change Order is cut to them.
8) Certificate of Occupancy is a schedule milestone, and may have financial consequences for missing it, so GC and Owner say "Fuck it - put it in and we'll fix it on punchlist."
9) EVERYONE forgets about it and closes out the project.

Having worked in commercial construction I know *exactly* what happened - and more than one person had the fail.

Template for drilling the holes upside down?

More likely someone just changed the type of called-out handles from a shorter lever style (for instance the ones on my sink would work with that much space), or the traditional knob style, which would have ample clearance in that setup. Occam's razor, dude. Most handle styles would work fine with that much space, someone probably swapped those in for some reason such as cost or availability.

Long convoluted 9 step process, or:
1) "Hey, I've already got these handles, and they cost way less than these other ones which aren't even here yet"
2) "Sure, why not? This is just some ugly countertop in a multi-plex or AppleBee's or something anyway. Go for it."

Reminds me of a time a coworker and I went to fuel our patrol vehicles. He pulled up on the wrong side of the pump; the pump was on the right side of his truck but the filler was behind the driver's door.

He looked at me to see if I'd noticed, which I had... I was chuckling softly as he got into his truck, MADE A RIGHT TURN AROUND THE ISLAND, and got out again, with the pump STILL on the wrong side of the car. He looked at me to see if I'd noticed, which I had... I was cracking up by now...

He heaved a great sigh of self-disgust and finally got things worked out.

My wife works in an ER, nothing in an ass surprises me anymore, what's funnier is the excuses the patients give on how an object became lodged in their asses

“Knowing you can offer your family the security of health care, that’s priceless. Now, you can do it for the cost of your cable bill, probably less than your cellphone bill. Think about that, good health insurance for the price of your cellphone bill or less.” — Obama - Speech in Largo, Md., on 9/26/13.

He hasn't gotten to raising the price of your cell bill yet. NSA will pass the charge for all the data mining to the providers for having too many clients. Then they will raise the price. Bam "for the price of a cell phone bill" and the price of a luxury car payment.

Dixon, IL Childhood home of Reagan.

We I got to street view it doesn't match the satellite. Something not right there.

Apple Maps doesn't show that building.

notice the boat is in reverse.

and the guy jumps over the stern.

option 1: get speared by a big fish

option 2: get chopped up in the prop

not many good options!!

ETA: The old building is on Google street view, but it's out of sync a block to the east.
