Kim Stolfer, FOAC chairman and ACSL legislative chairmen got the advance warning as this posting on 7-9-09.
Here are the details that are known at this time, I will update this posting as they become available.

All AR-15 owners take note:
The PA governor has instructed the Pa State Police to send letters to all FFL within approximately the next two week with the following directive.

That ALL AR-15, not just register receivers, including fully assembled long gun AR-15 type firearms as to be handled as pistol transfers. This will also affect all private sales of AR-15 since the PSP are going to be treating all of them as pistol transfers. So if you want one or want do a private sale get it before this goes into effect.

The problem for dealers to comply with this PSP / governor “created” regulation they will be in violation of section 6111 with this put the FFL dealers in a potential legal nightmare. IF the follow the PSP regulation they could be prosecuted for 6111, which is an ungraded offensive, the default of any ungraded offensive in Uniform Firearm Act in title 18 kicks in which is a misdemeanor one, prohibited from owning firearms.
(FFL dealers are not to record or write down long gun transfers information like they do for pistols)

This is another criminal act being done for political motivated reason, same as the illegal firearm database/ registered firearms the PSP maintains at tax payer expense, the instant check shut down etc all breaking state firearm laws, that if you violate the firearm laws you go to jail for, but the PSP leadership will NOT as usual be held accountable for breaking. .

Yet another reason to contact your legislators and ask them to support legislation to remove the PSP and PA Instant Check System and replace it with the national NICS to take the state politics out of firearm transfers.

I will be seeing Kim tonight after the ACSL meeting to get updated info detail about this breaking news along with a organized plan of action for us to take to stop this from happening.
