A bunch of the last batch of Q3131 made before Olin turned over Lake City to ATK/Federal was bad. The burn rate of the powder was wrong, and there were a number of wierd problems with it as a result. A few of those were: high pressure, blown primers, black soot blow-by, difficult extraction, failure to cycle, and failure to eject. Carbine gas systems suffered more than rifle-length gas systems. This affected one or two lot numbers of '98 ammo and a bunch of '99 ammo.
Obviously, this affected only the US-made Q3131 (at the time, Lake City was operated by Olin/Winchester, and this ammo was made there), and NOT Israeli-made Q3131A, which was first imported in '98.
'99 was the last year of Lake City-made Q3131, and the last year it was made at all until Olin got a US military secondary supply contract in 2004 due to the WoT. The new stuff (2004-current) is fine.
