I'm currently looking for a m-4 style upper, I was looking at only 16in, but I noticed a 14.5in barrel are these legal? I live in oregon(if its a state thing)

Not unless you paid your SBR tax stamp.

sorry unfamilar with SBR tax stamp. what is it? I know thing about the laws that apply to the length of barrel.

short barrel rifle which you have to pay a $200 tax along with batf approval and CLEO signoff.

or you could permanently attatch a muzzle device that will bring it out to 16"

sound like a pain, i don't need a short barrel(thank god) the 16in will work fine. thanks for all the info.
