Well, a RATE of fire of 400 rounds per minute is only 6.7 rounds/second, which is very easy to achieve. Accuracy, however, will go to hell, but it's not that hard. I can shoot 6 rounds/second with my 1911 and keep the shots in the "A" zone of an IPSC target at 7 yds. The AR should not be that bad. This is assuming "normal" shooting, not bumpfiring.

Dump a 30rd mag and have someone time you.  It takes me between 7-8 seconds to dump 30 rounds down range so in a minute I could dump 225-257 rounds in one minute provided my trigger finger doesn't get tired.

You need to be more specific.  The AR can be made to fire at a rate that would translate to 400/minute.  Actually being able to fire 400 rounds in a single minute would require Beta Mags to reduce the number of reloads needed and would require the shooter to have both speed and stamina in their trigger finger.
