Can anyone get an FFL license provided they pass a test or qualify or something???  And not to run a business but to buy a firearm.  A collector or something.  Can an FFL own a post ban magazines and firearms??

Anyone who can legally own a firearm could be a licensee., A FFL is a license to buy/sell guns as a business it can not be used to build a personal collection, Yes as long as the license is active an FFL may possess and use restricted guns and magazines.

Unless you get a class 03 FFL- the curios and relics FFL. "Cruffler" licenses are specifically for collectors who will not sell their guns.

So..If i wanted to just build my collection of firearms (not a business), i can have an ffl license.  Were would a person go to get such a license?

Isn't FFL a Federal Firearms License?  So an FFL license is like a CRN number or an ATM machine?  Sorry, but it just drives me nuts when somebody says "what's the CRN number for that case?"

ATF will approve the application if the applicant:
·Is 21 years or more of age;
·Is not prohibited from shipping, transporting, receiving or possessing
firearms or ammunition;
·Has not willfully violated the GCA or its regulations;
·Has not willfully failed to disclose material information or willfully
made false statements concerning material facts in connection with his
application;
·Has premises for conducting business or collecting; and,
·The applicant certifies that--
(1) the business to be conducted under the license is not prohibited
by State or local law in the place where the licensed premises is
located;
(2) within 30 days after the application is approved the business
will comply with the requirements of State and local law
applicable to the conduct of the business;
(3)the business will not be conducted under the license until the
requirements of State and local law applicable to the business
have been met;
(4)the applicant has sent or delivered a form to the chief law
enforcement officer where the premises is located notifying the
officer that the applicant intends to apply for a license; and
(5) secure gun storage or safety devices will be available at any
place in which firearms are sold under the license to persons who
are not licensees (“secure gun storage or safety device” is
defined in 18 U.S.C. 921(a)(34)).

Troy:  Cali no doubt has stricter requirements - but you don't actually need commercially zoned property and a storefront, at least not according to federal requirements.

To have an FFL, you must have a premises from which to conduct business - that means a commercial storefront OR unzoned property OR a zoning/use waiver/variance.  If you don't live in a city, or your house is zoned multi-use, then you can do it from your house.

You must conduct your business in accordance with the law of your city/county/state - this usually means a business license, sales tax license, etc.  If you have a premises from which to conduct business, you can get the required licenses.  I know Cali has their 'certificate of eligibility' crap, so this may not be possible there.

You have to have 'safe storage' which need not be a safe - just trigger locks or some form of locking storage.  Putting a padlock on a hall closet is sufficient.

It's much better if you have a separate outbuilding (e.g. garage or cabin) from which to conduct your business, though, as the ATF is free to inspect your premises during your listed business hours.
