I know i posted this once but i dont think anyone will read it there.
What do i have to do to build an ar-15 pistol?
using a "new" stripped lower?

Get a new receiver that's never been built into a rifle.  Install a pistol buffer tube (it can't have a stock) or go with a stockless upper like the Olympic Arms OA93 or ZM Weapons uppers.  The barrel cannot have a handguard, shroud or 2nd pistol grip.  The muzzle cannot be threaded.

Now the hard part - you've got to keep the assembled, empty weight under 50 ounces (impossible with standard parts), or you've got to make the magazine non-detachable.

Currently, only the Professional Ordnance carbon-fiber pistols make the weight limit for a legal post-ban AR-15 pistol with a detachable magazine.  Perhaps you could just go buy one of those?
