Look at it again...
It looks to me that that the "tie down" is actually holding some other piece of equipment to the handguard(s). Maybe a guard of sorts to keep crap out from under the optics. |

the most threatening part is the lack of a magazine in it. what kind of sight is that? sure is ugly.

Sight is kinda similar to the ACOG Reflex........possibly it is a Mepor 21 (Reflex knock-off) which is still a pretty good sight.

I don't think that the handguards are tied down. That strap looks a little like the forward end of a Tactical sling.
