Its a personal, user/registered, real time, chat/message program, the gf loves it and keeps the long distance phone bill down. Personally I dont use it myself

similar (but better in my opinion and i use both) to AOL instant messanger
it's a chat program as others have said
I think in the profile here you list your ICQ ID number
