No, looks Russian.  Virtually all U.S. Military classroom demonstrations don't use live ordnance for that very reason.

I was under the impression that the warhead wouldn't arm until it had been out of it's safing distance. Would the back blast be enough to kill the dude oriented like it was?

It doesn't look like the cameraman wasn't nearly affected enough for it to have been a detonation.

Looks like the rocket motor ignited - Even comm-block junk warheads (usually) have safeties in place to prevent that type of detonation.

That looked more like it launched than blew in the tube.

He had the base of the tube sitting on a desk... So I doubt that was an important point for the guy holding the thing.
