Probably an honest mistake. If it were hanging upside down, THAT would be a political statement. Yeah, she looks like an anarchist. Does she dress that way everyday? [}:)]

The blue field USED to be on the right (on the same side as the arrows in the eagles' claws on the great seal), but was changed after WW2.
