I have seen the barrels that are only 11" but have a flash suppressor that is 5" to make a total of 16" so it's legal.

My question is, can you do this with a 5" silencer on an 11" barrel?
That is and not have the ATF burn your house down.

Assuming you have the tax stamp for your suppressor, the suppressor is *permanently* attached to the barrel, and the resulting barrel/suppressor combo is over 16" in length (measured by closing the bolt and inserting a rod into the bore until it hits the bolt face), then, yes, it's legal.
