Quoted: How many current aircraft are the 183 replacing? I assume they are replacing the F117's. Are F15's and F16's being taken out of service at a fast pace these days? Or is the F22 more of a "supplement" right now?

The -22 is the replacement for the F-15C, which there are 396 in the active duty AF. The original plan was for 700+ F-22s but budget cuts has it down to 183 now.
The F-22 can perform some of the F-117's mission, but cannot carry as large of bombs as the -117 can carry (two 1000 lbs JDAMs for the -22 and two 2000 lbs bombs that can be either laser guided or JDAMs for the -117).
F-15C's are being taken out of the active duty AF and put into ANG service to replace their F-15A's as F-22 are delivered. The -22 is not replacing F-16s; they are going to be replaced by F-35s.
