I've been thinking about getting my C&R.  Is it really worth it living in the PRK?  What can and can't I purchase?  Also, what's the policy on demilitarized weapons that come with the high capacity magazine?

You can still get a C&R in CA. Know a few people that have em. All of the C&R firearms are not on the RR89 or SB23 list. So you do not have restrictions. I don't really know of any C&R rifles that require hi capacity magizines, at least not in its orignal form, so you should be ok there as well.

If I am not mistaken the firearm must be fifty years or older to qualify for C&R. So you're pretty looking at Mausers, SKS, Mosins, etc. And you must use lics. for collecting purposes and not for business.
