It would probably be cheaper to just use dirt and maybe old spare tires surrounded by dirt. |

I sell USGI ones for $7.25 a dozen, I may have about 150-200 left I think.

Filling old tires with dirt is you best (cheapest) bet. But if you insist on using sandbags get some inner tubes for free from a tire shop, go to the lumber yard and purchase your sand in bulk, tie the ends with electric fence/mechanics wire.
