DON'T put it in the basement!  I used to do HVAC, I actually know a little about this.....
 Use a very small heat source inside the cabinet.  Relative humidity relates to temperature, so if you keep the safe's interior slightly warmer than the surroundin environment, condensation of moisture is impossible.  If the safe is in the basement, use a dehumidifier in the basemant, and a silica gel absorbent in the safe, along with the heat source.  A Christmas tree bulb would be sufficient heat.

Oh darn. I thought you might be asking about humidity in general.

Like, when I start to dehumidify, I find a shady spot and sit down with a tall, cold ice tea. [:D]
