from small unit leaders cold weather combat operations handbook, 1982, OH 8-5.1

Minimum thickness required for protection from bullet penetration:

newly fallen snow - 160 inches (13.3')
firmly frozen snow - 100" to 124 "
packed snow - 80"
frozen snow water mix - 50" to 62"
ice - 40"
icecrete - 12.5"
note: these materials will desintegrate under sustained fire
