My understanding is that 0000hrs 13 Sep 2004 (local time). I am waiting to hear from those more knowledgable than me though. I have also considered waiting an extra day as well, but that is mainly becuase I am a coward.

All Federal laws take effect or lose effect based on EST as that is the time the laws were made or go into effect.

Where is the other one ? And reading the text it would seem it is 00:00 on 9/12 (Sunday night) SEC. 09. EFFECTIVE DATE. This title and the amendments made by this title-- (1) shall take effect on the date of enactment of this Act; and (2) are repealed effective as of the date that is 10 years after that date. |
