If the AR started out as a pistol, then I would say the rule doesn't apply to it.  If you take an existing rifle/carbine AR and turn it into a pistol then I would say it applies.

I see it as going after pistol griped shotguns and lever action mare's legs, since they are not reloaded solely by the trigger.   An ar pistol isn't a modified rifle but rather built from the start as a pistol.  You can't take a rifle and make it into a pistol legally now.

Once it has had a stock on it, the 'rifle' has 'lost' its virginity.

This is coming straight down from Obama.  He's looking for any outlet to restrict gun rights that he can slip by the courts and Congress.  Everything is incremental steps with these guys.  You have to look 5 or 6 steps and 10 years down the line to get a feel for what they're doing.  Of course they'll lie to your face and say they don't want to force AR and AK pistols under NFA rules, but that's exactly what they're aiming for... pun intended.

They are some conniving bastards.
