If this really was a time traveler, and the evidence has leaked, wouldn't they send someone back in time again to stop the guy from using the phone? He gets the word, doesn't use the phone on camera, no evidence, and this thread doesn't exist.....

No cellular radio repeaters in 1928, therefore no working cell phones. There were never any analog cell phones that small. The last analog ones were flip phones. Modern cell phones are digital so computers would have to be there too. The frequency range of cell phones is upward of 800MHz so you would have to have either high quality solid state or cavity magnetrons to get up in that frequency range. Magnetrons are pretty large especially the experimental ones in that time period.
