I have searched and could not find anything on this. I know according to the rules there is a certain area that stippling can be done on as well as no addition of a beaver tail etc... Would removing the finger groves from a gen 4 17 and then stippling it be legal in production? The groves don't exactly fit. Thanks for the help.

NO - you cannot remove the finger grooves or otherwise reprofile the grip. Easy solution: get a Gen 2.

You can place a rubber sleeve over the grip, some fit in the finger grooves.

I saw a guy at AREA-3 years ago, get bumped into OPEN division for having too much skakeboard tape on his production div. Glock.

No, can't really modify the grip that way. Skateboard tape with holes cut for the finger grooves can go a long way toward alleviating this.
