Upon looking further it's to rate the severity of black spot occlusions in begat NVG field of view. http://nightvisionequipment.tpub.com/11/01-305-8524.htm Description
A target specifically designed to be used in the evaluation of specification defects on IMAGE INTENSIFIER, NIGHT VISION. The printed image shall have a contrast of 95% or better with background. Yep, it's for grading blemishes on NOD intensifier tubes. DOD will reject tubes with certain blemishes depending on size and location. Pretty common once you start researching NODs. They're all over TNVC's website.
