Even back in the Great Depression, Cornell gave the Ithaca area an economic buffer against the hardships of the era. Not that things were peachy, but it wasn't quite so bad as elsewhere.
The problem is that Ithaca's liberals see the relative economic success here as a validation of their policies and spending priorities.
Just look at this rant in this weeks free granola paper in response to a fairly good article in last weeks issue that called out the Ithaca liberals protesting against Tom Reed
