Hello guys, if I order a mini14 tactical rifle through a local dealer here in upstate NY, and the dealer removes the factory muzzle break and JB welds on a thread  Protector, would this make the rifle now legal in NY?

So what your saying is that the muzzle break/flash hider on the mini14 is 1.5" in length, and even with the break removed the barrel is only 14.5" ?

No, what he is alluding to is the BATF approved method of permanently affixing a muzzle device.  Pin and weld is the most widely used method on barrels under 16" for a non SBR.  In NYS if they can remove the flash hider with any means short of cutting it off your freedom is in jeopardy.

I don't think we are on the same page...

If the muzzle device/thread protector isn't permanently fixed with an approved ATF method (welding or whatever), then the gun STILL HAS A THREADED BARREL...which is an evil baby killing assault weapon feature in the great state of NY.

But yes the length of the barrel needs to permanently be 16 inches or more...so the muzzle device needs to be attached with ATF approved methods (soldering or whatever) if the barrel is only 14.5 inches.
