How is it the Unsafe Act says pistols with threaded bbls aren't legal but at the same time they have a list named "Pistols that are Not considered Assault Weapons" with the Mark 23 and USPT on I?

Can we buy a USPT, HK45T or Mark 23 or not

Is this list of pistols that aren't AWs  (sounds stupid to even call a pistol an AW) in the actual law or are they on the unSAFE website?

If in the law, which I doubt, they are exempt.

If only on the bullshit website, that just means they Google imaged a bunch of guns and didn't realize it came with a threaded barrel...

No threaded barrels, no semi auto pistols above a certain weight

Weight restriction is 50 oz. The Mark 23 is 39 oz. I wonder if a thread protector would fix the legality for TB guns.

Yup. Was considering a Mark 23 or USP Tactical.  Most likely the tactical.
