You might not have to apply in person but if I remember correctly you have to take one of the "approved" courses with class instruction and live fire drill. That you have to do in person.

Also the classes fill up well in advance. Start to finish won't happen in a few months unless you're really lucky, and you'd still have to make a trip.

I'd look at the Utah permit. Easy peazy assuming you've already got a CCW in your state of residence.

Double check the above, I'm going off memory.

The course and live fire is the easy part.  The (up to) 90 day wait from the sheriff's office is the hold up.
