I have an AR15 mag release that a resident of North Dakota wants to buy. He's currently in your great land of Canada and would prefer I ship it to him there. Can I legally do that? It's under $100 if that matters.

It won't be Canada Border Services that will cause you problems..it will be Customs and Border Patrol in the US.
You will have to declare what is in the package.

Strange that he wants it shipped here when he can buy them here...

I'd error on the side of caution and not send it..
