Archived [ARCHIVED THREAD] - What are "licensed" restaurants?

So I'm here in Winnipeg and I keep seeing signs on restaurants that say "licensed" or "fully licensed". What does that mean? What's an unlicensed restaurant?

Fully licensed usually means they have a liquor license. Licensed may mean they only serve beer and wine.
