If I use a lower from an existing rifle to SBR, what do I have to do after the federal side is squared away? I'm assuming that I don't have to do another FA-10 as the lower is already registered? Kind of like removing a 16" upper and putting a 20" upper in a different cal on the lower. Am I correct here?

No, one FA-10 per gun obtained is sufficient. Never a need to re-FA-10 a gun as long as you maintain ownership.
