i am wanting to build a good friend of mine in NJ an MSR that is state compliant.

from what i can gather if i build hime a rifle with a non-collapsible stock and a free floating 16" target crowned barrel would he be GTG?

i've looked around but it all gets confusing so i figured i would ask the people who would actually know.

I don't remember seeing restrictions on bolt action rifles.  Only semi-auto are concerned with the evil items.

No silencers of course

Barrel length at least 16" and overall rifle length at least 26"

That's correct to my knowledge.

Magazines in general can't be more than 15 rounds

Thundar is correct - no restrictions on bolt-actions, other than federal regulations pertaining to Title I firearms (16" barrel, 26" OAL).  Collapsible, folding, telescoping stocks, threaded barrels, flash suppressors are all GTG.  I've purchased bolt-action rifles with all of those features from NJ FFLs, no issue at all.

If you wanted to push the limits, you could even have a magazine capacity greater than 15 rounds, but you have to be absolutely certain that magazine could never be used in any semi-auto rifle (even if you don't actually own the rifle).  IMO - that's skating too close to the edge, so to keep everybody all warm and snuggly, keep it to 15 rounds or less on the magazines.
