A friend is looking to purchase and/or possibly build an AR -
What needs to be done to make it legal?

Would it be possible to transfer a stripped lower to him?

No bullet button?

Can it have a pinned brake?

Complete lower with a fixed stock or no stock is fine. No bullet buttons required. Pinned brakes and comps are also ok, just no flash hiders.

Not mandatory...  not all barrels are threaded on both ends  :)

Why a 14.7 over a 14.5?  

The benefit of the 14.7 is that a pinned A2 flash hider will bring it up to legal length, which obviously is useless to us here. Many muzzle brakes will bring a 14.5" up to legal length when pinned.

If under 16", NFA rules apply and the brake must be welded/soldered per ATF rules.
