Get a SIM from Aldis or Liedl (discount grocery stores). They come preloaded with a X Euro amount and you can always add funds if needed.
Make sure your phone has GSM standard. |

I was looking at buying a Euro phone in Chicago. They have the whole phone for $29 with $10 usage on it. You get an international phone number and a US number.

Like .20 per minute calling the US and no charge if someone calls me from the US. Will the sim card be cheaper?

.20 US or Euro? I just looked at ALDI Talk ( the SIM the grocery discounter offers) and the are at .12 Euro cents a minute when calling the US. Incoming at no charge.
