I am currently stationed in Afghanistan and I have a buddy of mine here with me who is active duty Air Force and a California resident. His home station is currently in Hawaii and he is looking into how to purchase a firearm in Hawaii as a non resident / active duty military member. Input?

If he is stationed in Hawaii, he has dual residency and can purchase firearms in Hawaii. He will need to obtain a permit to acquire from the local police station like the rest of us though.

After running through the permit gauntlet; notarized memo from commander, fingerprinting, background check, 14 day wait, etc., you also have to show proof of residency when you pick up the weapon. I had to provide a copy of my permanent change of station orders or something state or federally issued showing my local Hawaii address.

I was told this is a new ATF requirement due to an investigation that showed people with military IDs were able to purchase weapons when they were not residents or stationed in that state, which is a no-go. You can't buy a weapon in a state that you are just visiting or there temporarily.

Like the other poster said, as long as you are stationed here, you are a "resident" and allowed to purchase.

BTW, my purchase was about 10 days ago.
