I live in Alabama and my brother inlaw lives in Michigan. Can I legally gift a ar15 lower to him. Not sure about Michigan gun laws.

Yes, but it must be transferred through an FFL.

Would it have to be one in Alabama or Michigan because doesn't same rules apply for lower receiver as a pistol?

Wouldn't it be simpler and probably cheaper to just send him the money so he can buy one locally himself?

Gift him a Cabelas Gift Card, have him go wait in line there for a PSA lower receiver.

You can ship the lower to any FFL in Michigan that he specifies. They will process the Form 4473 locally. Mailing it directly to him is a federal offense.

Not all FFL Dealers will accept firearms shipments from individuals.  Any that do typically require a copy of the shipping individual's drivers license and a signed affidavit that the shipper is the legitimate owner of the firearm shipped.  And the receiving FFL Dealer usually wants at least $25 as a transfer processing fee.

You could always order one online and have it sent to a FFL near him. Once they receive it he could go in and do the paperwork to pick it up. They will most likely charge a transfer fee.

They will require some form of identification in the box with the firearm. FFLs must fill out their bound book with who they received the firearm from.
