I vaguely remember that Michigan made you register rifles with folding stocks as pistols if the folded length was under 30", is this still the case?

No, anything 26" and under in a fireable configuration has to be registered as a pistol. Anything over 26" is just a firearm and can't be registered as pistols anymore. if you have any of the old Michigan pistols they are grandfathered in, but as soon as you sell them they are no longer eligible to be Michigan pistols unless they are 26" and under.

I was once told by a cop they do it horizontal, but I'm sure there are a few that are different.

also would tat make the sig mcx a pistol?

Last time I spoke with an officer, he said he uses the "growth chart" technique, where you lean it closely against a wall, mark the highest point, then measure the distance from the floor.

Thus, a CZ Scorpion Evo Carbine with a barrel length of 16", although considered by Federal statutes as a rifle, with stock folded the OAL being 24.5", Michigan law requires this be registered as a pistol due to the Scorpion having an OAL of less than 26".

If it's over 26" they won't allow you to register it, according to the lady I talked to at the MSP Firearms Division.
