I'm not up that way and I don't know anybody, but https://jobs.utah.gov/ is a good place to start looking.

Cache Valley Electric (http://cve.com) and Wasatch Electric (http://www.wasatchelectric.com/) are 2 of the bigger electrical contractors in the Salt Lake area, and both are typically hiring. Both are union shops, if that matters to him. Not sure how much residential they do, though.
