I am glad reciprocity has been restored, but I am very concerned about Democrats figuring out that they can take away something, only to bargain with us to get it back.

Sounds like the Democrats won?!  This is some real RINO shit going on here.  First of all, a permanent restraining order does not require a trial, therefore a bitter ex-wife or girlfriend can make up anything she wants and get her ex stripped of his constitutional right for two years?  I don't know Virginia law, but that seems like a pile of crap to me. I Googled it, and they said only that the 'alleged abuser' will have to be notified and allowed to be present.  This is not due process for stripping constitutional rights, this is a Kangaroo court.  It is also free and she (or he) can apply as many times as they want till the guy either can't show up, they mess the address up, she gets a sympathetic judge, or any combination of the above.

A hearing for a permanent protective order is a full evidentiary hearing. All due process afforded.

It's not the same as an emergency protective order.
