I have some 1/4" square stainless mesh that I need a rubberized coating applied to.  I would prefer that it be dipped as opposed to sprayed.  I need a heavy, thick, dip so that when it's removed from the vat that it sags and creates tits on the bottom side (which will be the top as used).  Size of mesh is approx 20" x 40".

Having issues finding someone to do this.

You might be able to accomplish this with powder coat plastisol and a big oven or heat gun. I'm sure you can get the drip knubs your looking for, I use this to refinish the old vinyl coated 2-pos M16 stocks and I have to be careful with the build up and melt flow to make sure the parts fit back together.
