IIRC it was Firehouse. There will be seasonal hiring for the holidays picking up at the Mall and other sites but it's temp. They do keep a few when they lay off - which is largely handled by only scheduling 8 hours a week. Late January and February is usually a down time for sales.

There is some ethical constraint on conflict of interest when working at two retailers similar to Kohl's, but it's going to come down to a matter of each employer's intellectual property rights and how they are protected. I would love to see the justification used to restrict a retail employee whose job description is pushing shopping carts, folding jeans, or even operating a cash register with a conflict of interest.
A job in a position where you were privy to Kohl's trade secrets or other IP is a different proposition, but that doesn't bar you from taking a job at a competitor, you simply can't take those trade secrets with you, you must act as if you have no idea how Kohl's operates.
If you aren't getting a pay check from Kohl's, go get the job you want. Tell the human resources people or the store manager that you need to make clear that you were employed by Kohl's in Illinois to clear any possible conflict of interest. Then use that experience to improve your condition at your new job.
