Probably not cheap enough for you, but what we use in the racing world: http://www.jazproducts.com/utility_jugs.html

Best deal I've found is on the shoulders and medians of James River Expressway, I-44 or 65. Free!!! Road Gold! Best time is a breezy day with a good cross wind. You got to be quick, dodge the semi trucks and have a sharp eye. Another bit of advice is to go the day before the convicts work. They get all the good stuff.
