Just called and e-mailed my Sen. and Rep. I was told there were only two calls about this bill,1 for and 1 against. This session starts tomm.We need to e-mail and call now them now.
Thanks Mike |

Done...
My Rep is a DEM that voted against it the first time around. I sent an email trying to sell him on the fact that the law already allows for the lawful carry of guns in schools and that SB656 would be a step up in safety because it would allow the governing body to require a much higher level of training. You have to use their irrational fear against them. My SEN is gtg. Eta: I got a response from the Dem. He is a no go... He says he doesn't have a problem with guns in schools, just the other stuff. Mr. cbr954,
This has never been about the provision to allow guns in schools. My opposition to this bill is the allowance of 19 years to conceal & the removal of local control for those communities that want to limit or restrict open carry. This started out as a good bill, which I fully supported, and then was amended with these two provisions. If the veto is sustained, I am certain it will be taken up early next session. Thanks for your thoughts. Keep in Touch. Sincerely, Representative Bill Otto District 70 View Quote |

This over ride lost by 3 votes last time. (I think there were 3 Republicans who either did not vote or who were not present).
Just called my Senator's office .... Rupp. He resigned a while back to undergo confirmation for another job while they were in session so his seat is vacant pending the November election. He would have been a vote in our favor. We will lose his vote. |

It's on the senate floor right now......

Don't forget to thank your representatives and senators who got this done. The roll call will be available tomorrow, but
in the Senate, SB656 needed all 23 Republicans to vote for it. They did. No dems voted in favor. in the House, SB656 passed with 117 votes. There were 110 Republicans. Assuming that all Republicans voted in favor, 7 dems crossed the aisle. Again, thank your representatives and senators who voted in favor. |

We looking at a 90 day wait, im guessing this is considered a special session?
Roll call on vote is available now: http://www.house.mo.gov/billtracking/bills141/rollcalls/072.074.pdf |

Although 571.107 permits cities to ban CC in publicly owned buildings, I dont see what would allow a city to refuse entry to a govt building if you are OC. This strikes me as odd. Does anyone see the basis for refusing OC'ers to enter, e.g. city hall?

so that means as of oct 11 or oct 12 no more NICs checks for CCW holders?
this could be bad for those of us that get delays i have passed on deals before since i didn't feel like the hassle of the delay. |

Didn't the second amendment protection act pass again and get veto'd again this year or am I still stuck in 2013?
I thought they were going to try to over ride a veto on that bill too. |
|
and interestingly, does this now allow open-carry on areas described in Missouri Statute 571.107 ?
http://www.moga.mo.gov/statutes/C500-599/5710000107.HTM For example, No concealed carry permit issued pursuant to sections 571.101 to 571.121, valid concealed carry endorsement issued prior to August 28, 2013, or a concealed carry endorsement or permit issued by another state or political subdivision of another state shall authorize any person to carry concealed firearms into: (10) Any higher education institution or elementary or secondary school facility without the consent of the governing body of the higher education institution or a school official or the district school board. Possession of a firearm in a vehicle on the premises of any higher education institution or elementary or secondary school facility shall not be a criminal offense so long as the firearm is not removed from the vehicle or brandished while the vehicle is on the premises; |

View Quote I think this is the part causing confusion. Although the permit is 10 considered valid in the state, a person who fails to renew his or her 11 permit within five years from the date of issuance or renewal shall not 12 be eligible for an exception to a National Instant Criminal Background |
