I am working on completing my first Form 1. Do I notify Shelby County Sheriff's office or Alabaster PD? And who do I send the notification to?

Alabama Highway Patrol
attn: Chief Tim Givens
31 South Ripley Street
Montgomery, AL 36102

He is the CLEO of the state and most likely to shred them IMO.

All you have to do is "notify" the sheriff in Shelby county. He is not required to sign anything under the new rules. You can certified mail a copy of your form 1 with the form 23 if you are the only responsible party. If there are any other responsible parties (via a trust) they will need to mail their form 23's too. You can also walk in and hand them to the sheriff down in Columbiana. I think some of the guys in here are thinking about the old rules so remember its notification to the CLEO not a CLEO sign off
