As in the individual soldier from ordering them for their personal use or as in having the Supply SGT issuing them for use?

Yes it does. I dont see my supply sergeant worrying about the 30 rounders coming with the new M4s. It's a State/Fed agency. Why would it be affected?

For personal use? Just drive to PA/VA/DE and buy whatever you want. The law doesn't prevent you from owning regular-capacity magazines; you just can't buy them in MD.
A person may not manufacture, sell, offer for sale, purchase, receive, or transfer a detachable magazine that has a capacity of more than 10 rounds of ammunition for a firearm. |
