I work down in the City, on Montford Ave. on the East side as a FF/PM The sound of dirt bikes and foxtrot over head is a good sign that spring is on the way. As far as the Police go, they have their hands tied. The community cries and whines when a cop chases one of these knuckle heads and the one of them wrecks. So a no chase policy comes out. Then the community cries and whines again when the same knuckle heads  go cruising through the hood, wrecks and someone is hurt or dead. So the police error on the side of caution, and the side of less money doled out in the form of settlements, and does reactionary enforcement, impounding them when they can like when one of the knuckle heads bust themselves up when they wreck.
