Sure -- if they're a manufacturer, and serialize it, and enter it into their books and transfer it to you

Other than that^, you must perform all the work yourself to stay legal. Don't let the process intimidate you, it can be done with basic tools (trim router and jig, drill press).

If you mean finish as in durable finish on top of bare aluminum I bet you just can't leave the frame with them without you present.
