On Wednesday, Sept.14, both the Missouri House of Representatives and Missouri Senate voted to override Governor Nixon's veto of Missouri's constitutional carry bill, HB 565. Effective Jan 1, 2017, people in Missouri will not need a license or permit of any kind in order to carry concealed weapons. Missouri will join other states with similar laws. That list includes:
Maine
Vermont
West Virginia
Mississippi
Arkansas
Kansas
Wyoming
Idaho
Arizona
Alaska
(Montana has a law that allows unlicensed carry in unincorporated areas, but not in cities.)
Notice that Ky. is not on that list.
The people of these states have done the work required to get a law like this passed and elected the representatives that will give it to them. The people of Ky have not.

Last year, a veto override was also required to pass a similar bill in West Virginia. I am confident that no veto would be forthcoming from our current Governor, if the General Assembly would pass constitutional carry in 2017. I doubt that that will happen, if the democrats remain in control of the Ky. House.

Because the state constitution specifically gives the legislature power to regulate concealed carry.

Yes, it gives them the power to regulate concealed weapons, but it does not require them to do so. In fact, the Ky. constitution was amended in 1850 to allow that regulation, but it was several years after that before they actually did it. So, they don't have to do it. All that would be required for Ky. to have constitutional carry is to repeal KRS 527.020. That is the statute that makes carrying a concealed weapon a crime. If it was not a crime to carry a concealed weapon, there could be no requirement to have a license to carry them. Just like it is not a crime to open carry, because there is no law that makes it illegal.
