You can do it face to face. You just need to do a DPS-3 (ETA: and DPS67 ) and call it in for an auth number.
Then afterward mail and retain the appropriate copies. |

DPS-67 (Retain for 20 years), DPS-3 (4 copies- buyer, seller, buyer's local LEA, SLFU, Retain by seller for NLT 5 years), Auth #, and get money (unless you're really generous and in the gift giving spirit). It's a very painless process. Make sure you retain your copy of the DPS-3 in case SLFU doesn't receive their copy. |

An individual does need a pistol permit or eligibility certificate to obtain or maintain a permit to sell pistols or revolvers at retail. In addition to permit holders, an individual could sell a gun to an LEO (who can buy the gun on his badge/ ID), an eligibility certificate holder, or a licensed dealer or manufacturer. |
