I finished filling out the application form. I'm a little confused on where to go about getting it notarized. Since I'm in MD I don't really have a VA county address, Can I get it notarized here at a local bank? Or will I need to drive to leesburg and have the county clerk there do it?

Any notary in your state does the job.

http://www.vsp.state.va.us/Firearms_NonresidentConcealed.shtmNon resident permit applications go to the State Police, not county clerks.
Non resident permits also require prints and photo, unlike resident permits.
